March 5 Election

Rev. 11/27/2023 1pm - MARCH 5 PRIMARY ELECTION (Races and Endorsements)

The County will begin mailing ballots by February 5, 2024

This Primary Election elects Republicans for our Central Committee for Alameda County for 4 years (Seated in the January 2025 Organizational Meeting).    But first, here is the PROP 1 measure authorized for the ballot (The prior three constitutional amendments were moved to the November election.)

PROPOSITION 1 - Portions of AB 531 and SB 326 will appear as a single measure.
  • AB 531 (Irwin) The Behavioral Health Infrastructure Bond Act of 2023. 
  • SB 326 (Eggman) The Behavioral Health Services Act.

AUTHORIZES $6.38 BILLION IN BONDS TO BUILD MENTAL HEALTH TREATMENT FACILITIES FOR THOSE WITH MENTAL HEALTH AND SUBSTANCE USE CHALLENGES; PROVIDES HOUSING FOR THE HOMELESS.
• Authorizes $6.38 billion in state general obligation bonds for mental health treatment facilities ($4.4 billion) and supportive housing for homeless veterans and homeless individuals with behavioral health challenges ($2 billion).

• Amends Mental Health Services Act to:
- o Allow funding to be used to treat substance use disorders (instead of only mental health disorders);
- o Re-allocate funding for full-service treatment programs, other behavioral health services (e.g., early intervention), and housing programs;
- o Require annual audits of programs.
Legislative Analyst’s Estimate of Fiscal Impact:
• Shift roughly $140 million annually of existing tax revenue for mental health, drug, and alcohol treatment from counties to the state.

• Increased state costs to repay bonds of about $310 million annually for 30 years [$9.3 Billion Total Cost, 46% ($3 Billion) in interest]. These funds would build (1) more places where people can get mental health care and drug or alcohol treatment and (2) more housing for people with mental health, drug, or alcohol challenges.

The rest of this election is a top two scenario, meaning the top two vote-getters could be both progressive Democrats for the November general election.  Help avoid this travesty by voting for Republican candidates in this PRIMARY.

Only federal level offices (Senator and President) let Republicans vet a Republican candidate onto the November Ballot.  Sooooo, do NOT sit out this Primary.   It is crucial for every registered Republican to vote (or we are guaranteed more of the same failed progressive policies coming out of Sacramento).

The Bylaws amended on 10/18/2023 allow us to endorse candidates for the PRIMARY ELECTION.  An ENDORSEMENT Meeting sought via a 2/3rds vote to endorse a specific candidate for PRIMARY ELECTION offices.   The word ENDORSED appears after a candidate's name whenever an endorsement occurs.   Please research and wisely choose the best among the Republican candidates.
